The New Space Conquest/Exploration Policy
- It is the purpose of all mankind, as one of indispensable stages of its evolution, to discover and explore new worlds in the Universe.
- To realize the intention defined in pt no 1 mankind, aware of predictable as well as completely unexpected threats, should have at its disposal diversified, both passive and active (defensive/offensive), security measures capable to stop/or mitigate the aftermaths of these events. Especially, the most dangerous and terrible ones which remain hidden in unexplored and undiscovered borders of the Universe.
- If mankind do not manage to work out appropriate security systems mentioned in pt no 2, it should:
- resign from, or significantly limit, any manned expeditions in space, restraining oneself to advanced unmanned missions only, however expanded with respect to the area of research,
- build, no matter the costs, Earth’s Defence System effectively protecting the planet against extraterrestrial objects, both of natural origin and the ones being a product of artificial matter (i.e. NOMAs; Not Man-made Aircraft), that cross Earth’s atmosphere without authorization.
- The task indicated in pt 3 letter b may result in the violation of the international space law regulations being in force (for example the, so-called, "Space Treaties"). Therefore, they should be reviewed, actualized or complemented with the new ones, if necessary.
- By realization of any of the above mentioned actions (pts 1-4), mankind should be fully conscious that the exploration of the Universe is not solely a one-way process (as it is commonly claimed) and that it does not necessarily have to play a leading role in it, what sometimes is, repeatedly and obligatory, taken for granted.
- To debunk any wrong and mocking views or beliefs, the governments should finally acknowledge — in a form of an official statement, backed by the paper e.g. "Mutual Space Exploration Theory (MuSET)" — that the process described in pt 5 may be a natural, indispensable and, moreover, effortless action undertaken by each, sufficiently advanced extraterrestrial civilization (ETC).
- Due to the global character of NOMAs' phenomenon the general public should no longer be disregarded by the local or national authorities but precisely informed, on a regular basis, — within, for example, "Standard Operational Procedure" — about any incidents and progress related with the explanation of the issue.
- To address the issue defined in pt no 7, it would probably be a good idea to make it a formal subject of the general public engagement via various citizen science activities such as, for example, NOMADI (Not Man-made Aircraft Detecting Initiative). This could include setting up a worldwide network of civil research institutions equipped with advanced instruments capable to detect, document and share reports of any NOMAs observations, operating under the umbrella of supranational body.
By realization of the assumptions of the new „Space Conquest/Exploration Policy”, which initial sketch was drawn in pts 1-8, mankind shall answer itself whether in a nearer or further future the fulfilment of any of the activities, described in pts 2-8, will be possible at all. Nevertheless, this can not be done without taking into consideration the duality of the Universe’s „nature”, which can present the cosmos either as the vast treasury of knowledge or „Pandora’s box”.
Maybe the narrow group of people, or particular individuals, already know the answer. Should we be afraid of it…? The latest congressional hearings (2024), and the formation of space forces components by many countries, seem to indicate that, regardless on the official opinions, NOMAs, currently called UAPs, are a matter of great concern of armed forces and the highest level authorities. That is why they are not keen to declassify the most decisive materials gathered in the course of internal investigations. What was revealed, need yet to be proven.
Dropping away for a while any conspiracy theories, it is very likely that governments will be determined to sustain (mis)informative equilibrium. For a long time, or at least until the given ETC (ETCs) takes the initiative and decides to demonstrate meaningfully its presence but not in a way posing any threat for us.
As of today (January 2025) nothing like this has officially happened. Therefore, it may lead to the conclusion or supposition that there is, indeed, an intergovernmental-ETC quasi-agreement or even alliance. Yes, "quasi" because our alleged space neighbours, interested in Earth due some reason, may just strictly obey their own "The Other Worlds Rules of Engagement Policy/Strategy", not necessarily complying with our current or the new "Space Conquest/Exploration Policy" outlined here.
In the meantime, by following the semi-truth, semi-lies labyrinth, we will "look through" the window, we symbolically opened in the 20th century, at the Universe, continuing mankind's greatest adventure. During this fascinating and challenging quest we will have to, for sure, judge many not yet defined paradoxes, and also the ones which we are already, familiar with somehow.
Was Enrico Fermi right then when he posed the question: "And where are they?". Well…, Perhaps, closer than we think or farther we can imagine. Depending on the true intentions of the inhabitants of space – and simultaneously not being able to control NOMAs appearance in the Earth's airspace – we are endangered by a possible asymmetric conflict or condemned to everlasting, but "safe", solitude. If we additionally consider the existing contradiction between our unfulfilled curiosity, that, on the other hand, makes us to cross new frontiers, and unambiguous attitude of the governments in the above mentioned matter, this can, in fact, be somewhat of space exploration paradox.
